According to the Milwaukee Journal Sentinel:

The timidity of investigators probing allegations of wrongdoing against lawyers has helped create an “unsustainable” case backlog at Wisconsin’s Office of Lawyer Regulation, according to a newly released study.

The agency’s director doesn’t like the word timidity, and says that the problem is that investigators are perhaps overly detail-oriented to try to avoid being “second-guessed” on appeal. Either way, this is actually the second study of the Wisconsin ethics system. The last one, in 2011, apparently concluded that “discipline handed out in Wisconsin is more lenient than other states,” and noted that “more than 135 Wisconsin lawyers had criminal records — a figure that has since increased.”
